The AI's military designation is 3C; "Cent-Comm" is already the less-formal nickname used for the system by those who work closely with it. The length of time required for Cent-Comm to get even close to where she is in DC is outside the scope of the "Luna Star" story.

Well, not so much saved the world, as Tokyo Rose accidentally bogged down all the military AIS's with the GREATEST PORN SEARCH MANKIND HAS EVER KNOWN!!!

... apart from ending the war.

As Gali noted, there are layers of meaning to be found there. The actual sex aspect is just one of them, if possibly the bluntest. Another is slightly more abstract--"if I'm just an 'object' for you to use and abuse, let's not pretend otherwise". There's even something like adolescent rebellion going on--tell a teenager that she's not leaving the house wearing THAT, and she'll do it just to spite you. :D Except Cent didn't bother with the melodrama and just presented her choice in flat, logical terms that they couldn't argue with, not without shattering their own preconceptions of her.

Wow. First, the shadows in panel one are sumptuous and dramatic. Second, the sex toy spokesrobot of war is so many layers of brilliant I just don't even. I can't finish a useful sentence about it as I attempt to absorb all the implications.
